ABSTRACT
There is no doubt that development is a multifaceted phenomenon with political, social and economic implications. It is a modernizing process designed to transform the current societal reality. In one sense, development may be regarded as a process whereby substandard living conditions are ameliorated. For this to occur, however, a learning process must take place to serve two primary functions. Firstly, it is intended is create capable and responsible public servants with the capacity to achieve the objectives of development with efficiency and economy. Secondly, it should improve the understanding and competency of public employers in particular, and citizens in general, to become effective partners in local, state and national development.
