THE ROLE(S) OF PUBLIC ADMINISTRATION IN GRASSROOTS POLICY IMPLEMENTATION

ABSTRACT

The effective implementation of policies is vital for achieving inclusive development and ensuring that the intended outcomes of policies are realized for the benefit of local communities. However, the intricate dynamics and challenges faced by public administrators in this process are not yet fully explored and understood. Through a systematic review and synthesis of secondary data, this study will explore the various dimensions of public administration’s involvement in grassroots policy implementation. The research will focus on aspects such as organisational structures, decision making processes, resource allocation, stakeholder engagement, capacity building and monitoring and evaluation mechanisms. By analysing previously oublished studies, reports and policy documents, this research will identify recurring themes, trends and gaps in knowledge related to the role of public administration in grassroots policy implementation. It will also examine the impact of contextual factors such as political, social and economic dynamics on the implementation process. The findings of this research will contribute to the existing knowledge base on public administration in Nigeria and offer an extensive analysis of the role(s) played by public administrators in grassroots policy implementation. These insights will inform policymakers, practitioners and researchers about the challenges faced by public administrators and the strategies that have shown promise in achieving successful policy implementation at the local level. The research project acknowledges the limitations of relying solely on secondary data and the potential biases and gaps that may exist within the available sources. Nevertheless, the systematic analysis of these secondary data will provide valuable insights and serve as a foundation for further empirical studies and policy recommendations aimimg to strenghten grassroots policy implementation in Nigeria. In conclusion, the research project aims to establish an in-depth understanding of the role(s) of public administration in grassroots policy implementing in Nigeria through the analysis of existing secondary data. By synthesizing and examining the available literature and reports, this study will contribute to existing knowledge, provide an overview of current practices and identify areas for improvement in the realm of public administration and policy implementation at the grassroots level in Nigeria.
