ABSTRACT
The emergence of information communication technology (ICT) has provided means for faster and better communication, efficient storage, retrieval and processing of data and exchange and utilization of information to its users, whether individuals, groups, businesses, organizations and governments. The study found out that the high rank officials of the public organizations are blatantly kicking against the application of Information Communication Technology probably for lack of skill in the usage and application of the modern system. The study also discovered that the traditional file and cabinet system calls for unnecessary duplication of offices and not helpful during emergencies. The study also established that the application of Information Communication Technology (ICT) in the public organization is quite expensive especially the building of masts, securing of land for the building of the masts, the buying of gadgets and computers necessary for the effective functioning of Information Communication Technology in the public organization. It was also established that the system of information communication technology lacks skilled officers in the public organizations and thus leads mostly to loss of job and most times makes the high ranked officers to shy away from this reality by kicking against it. The study concludes that Information Communication Technology (ICT) is a powerful force for positive change and thus calls for urgent recognition by operating organizations, government and institutions all over the country. The study thus recommended among others that there should a rational organized orientation body where officers of the public organization could be told the truth and get exposed to the importance of ICT application and how secured their jobs are even with the advent of the modern technology gadgets.
