ABSTRACT

The study was designed to examine the impact of training and manpower development as a tool for staff productivity within the context of Edo State Civil Service (2011 – 2022). The objectives of the study include the following: to investigate how training contribute to staff productivity in Edo State Civil Service, to investigate if wages and salary is a motivator for employee performance at EIRS., to examine how government policies towards training of staff have improved productivity in Edo State Civil Service, to know if training of Edo State Civil Service staff contributes to their job satisfaction and to investigate the challenges of effective staff training in Edo State Civil Service.

Furthermore, the research design that was employed in this study is survey research design. The quantitative research method was adopted for the study. The population of study of this research is made up of both senior and junior staff of the eighteen (18) ministries of the Edo state civil service with is 23,563 (Source: Ministry of information Edo State, 2022). The study used both primary and secondary data. Primary data was collected using structured questionnaire. Collected raw data was cleaned and edited for completeness and consistency. Data were analyzed by use of the simple percentage and the Spearman’s rho Coefficient.

The study found out amongst others that, employee training programmes have a considerable effect on staff productivity; also the study discovered that manpower training is a strategy for improved job productivity in Edo State Civil Service. It was also discovered by the large response of the respondents that, on – the – job training is conducted regularly in Edo State Civil Service. The study concluded that staff training has a strong significant effect on employees productivity in Edo State Civil Service. Also, policy recommendations were adopted which include amongst others that, since training is a planned intervention that is designed to enhance the determinants of individual job performance, the management should organize regular training programmes for employees’ in the organization because inadequate training programme is a challenge identified in the organization.
