ABSTRACT
This study investigates strategies for enhancing service delivery within Nigeria's healthcare system, focusing on a case study of the National Health Insurance Scheme (NHIS). The Nigerian healthcare system has encountered challenges related to access, quality, and equity, thereby necessitating comprehensive reforms to ensure effective service delivery. The NHIS, established to provide affordable and accessible healthcare to citizens, has faced operational obstacles leading to suboptimal outcomes. Through a combination of qualitative and quantitative methods, this research identifies key factors contributing to service delivery inefficiencies within the NHIS framework. The study reveals systemic issues such as bureaucratic bottlenecks, inadequate infrastructure, and a lack of transparency as major impediments to optimal service delivery. Additionally, factors such as underfunding, inadequate healthcare workforce, and information communication technology (ICT) limitations further exacerbate the challenges faced by NHIS. The research delves into successful models adopted by other countries' health insurance schemes to derive potential strategies for improvement. Drawing upon the study's findings, a multifaceted approach to enhancing service delivery within NHIS is proposed. Recommendations include streamlining administrative processes, investing in healthcare infrastructure, leveraging ICT for efficient information management, and implementing capacity-building initiatives for healthcare personnel. Moreover, addressing the issue of underfunding through innovative financing mechanisms and fostering collaboration among stakeholders are highlighted as crucial steps in transforming the NHIS into an effective and accessible healthcare provider. This research contributes to the understanding of service delivery challenges within the Nigerian healthcare system and provides actionable insights for policymakers, healthcare administrators, and stakeholders involved in healthcare reform efforts. By addressing the shortcomings within NHIS and implementing the suggested strategies, the overall quality of healthcare services can be improved, leading to better health outcomes and enhanced well-being for the Nigerian population.
