Technology has applicability in almost every aspect of life from work to leisure, sport, business, family etc. The context of this paper looks into an ICT innovation in construction procurement and specifically assesses the hindrances to its adoption. The ICT innovation in this context is e-tendering. The study is focused on the construction procurement industry in Edo state Nigeria. Many jurisdictions around the world have been able to adopt and run the system thus enjoying the benefit but such is not the case in Edo state, Nigeria. This study thus sought to assess the hindrances to the adoption of e-tendering for construction procurement in Edo state. The study objectives includes the identification of the hindrances to the adoption of e-tendering in Edo state, comparison of the hindrances by client, contractor and consultant and grouping of the hindrances. The target population of this study are construction procurement stakeholders, which are clients, consultants and contractors in Edo state. The researcher distributed 175 questionnaires of which only 87 responded and this was the number analysed. In achieving the first objective, the Relative Importance Index of the listed hindrances was derived and the factors were ranked, factors with RII < 0.5 were not be considered important and were supressed for further analysis. The second objective sought to compare the hindrances by client, consultants and contractors using Kruskal-wallis test. The result indicated that there is a significant difference at an α-level of 5% (0.05) over one hindrance. The final objective was achieved using Factor analysis to group the 31 identified hindrances into latent components based on their correlation. The result of the factor analysis grouped the 31 variables into 4 components and the researcher named these components based on the nature of the variables that fall under each component. The four new component factors are; Infrastructural adequacy hindrances, Security and system efficiency hindrances, Resistance to Behavioural Modification hindrances and Computer system related hindrances.
