ABSTRACT
This research investigates the factors influencing the selection of construction procurement
methods for donor-funded projects in Edo State, Nigeria, and evaluates the impacts of chosen
methods on project outcomes. The construction industry plays a crucial role in Nigeria’s economic
growth and infrastructure development, with donor agencies contributing significantly to public
projects. However, the selection of appropriate procurement methods for these donor initiatives
remains a critical challenge, impacting project performance metrics such as time, cost, and quality.
The study examines the existing procurement methods employed for donor projects in Edo State,
identifies the key factors guiding their selection, and assesses the impacts of chosen methods on
project performance. A comprehensive literature review explores various procurement approaches,
including traditional, design-build, management contracting, and public-private partnerships
(PPP). Factors such as time certainty, project complexity, stakeholder involvement, risk allocation,
speed, donor requirements, quality assurance, project delivery and contract types, flexibility, and
transparency are highlighted as potential influences on procurement decisions. Impacts such as
time efficiency, flexibility constraints, risk allocation and management, quality assurance and
control, project delivery efficiency, innovation and technology, cost control and predictability and
compliance with donor requirements are highlighted as potential impacts of selected construction
procurement methods on donor projects. The research adopts a quantitative approach, utilizing a
stratified random sampling technique to survey construction professionals, including quantity
surveyors, engineers, architects, and builders involved in donor-funded projects within the study
area. Questionnaire were used for Data collection, the sum of 100 questionnaire were distributed
and about 85 questionnaire were received. Data analysis methods encompass mean item scores
and analysis of variance (ANOVA) to rank and assess the significance of identified factors and
impacts. The findings reveal that Direct Labour and Traditional procurement methods are the most
prevalent approaches used in the execution of donor-funded projects in Edo State. Factors such as
project type and complexity, flexibility, project delivery and contract type, donor requirements and
policies, and quality assurance and control were identified as the most significant influences on
the selection of construction procurement methods for donor projects. Furthermore, the study
highlights the impact of selected construction procurement methods on donor projects, with
flexibility constraints, project delivery efficiency, compliance with donor requirements, time
efficiency, and quality assurance and control emerging as the top-ranked impacts. The research
provides empirical insights into the procurement selection criteria and decision-making processes
specific to donor projects in Edo State. These insights can inform strategies for optimizing
procurement practices, aligning methods with project objectives, and enhancing the efficiency and
effectiveness of donor investments in development initiatives within the region. Recommendations
include emphasizing the adoption of Direct Labour and Traditional methods, exploring alternative
approaches like Management Contracting and PPP, developing comprehensive decision-making
frameworks, establishing clear guidelines aligned with donor requirements, promoting stakeholder
collaboration, implementing robust project management practices, and encouraging the adoption
of innovative technologies and sustainable practices within procurement methods.
