ABSTRACT
The study was designed to evaluate the recruitment policy and manpower utilization in the Edo State Civil Service in the context of Edo State Ministry of Environment and Public Utilities. The general objective of this study is to evaluate the recruitment policy and manpower utilization in Edo State Civil Service in the context of Edo State Ministry of Environment and Public Utilities. The specific objectives are as follows: to identify the considerations that guides the processes of recruitment in Edo State Ministry Of Environment And Public Utilities, to determine the level of satisfaction workers have with the transfer policies of Edo State Ministry Of Environment And Public Utilities, to determine whether the workers are satisfied with the appraisal policies of Edo State Ministry Of Environment And Public Utilities, to identify if selection and placement in Edo State Ministry Of Environment And Public Utilities is done on merit, and to identify the extent the staff members are utilized in Edo State Ministry Of Environment And Public Utilities. The study adopted survey research design. The population of study of this research is made up of all 175 staff of Edo State Ministry of Environment and Public Utilities. The sample size of this study is made up of respondents selected randomly from the population of the study. The instrument used for the collection of data was the questionnaire which was administered to the study sampled respondents. 70 questionnaires were distributed with a 100% retrieval. The data collected was analyzed using simple percentage while the Chi-Square analytical tool was used to test the hypotheses generated for the study. The study revealed amongst others that recruitment into the Edo State Ministry of Environment and Public Utilities is not based on merit rather it is based on nepotism and political consideration. Furthermore, policy recommendations were proffered, one of which is that Edo State Civil Service should constitute an independent body saddled with the responsibility of monitoring compliance with the civil service regulations and guidelines in the ministries, departments and agencies in the state.
