ABSTRACT

The need to provide the citizens with socio-economic and infrastructural facilities has continued to be a serious concern to countries all over the world, especially the developing ones including Nigeria. To achieve this, various governments in Nigeria have continued to initiate and implement policies aimed at addressing these problems. This study therefore set out to examine the challenges of implementation of public policies in Nigeria. The objectives of the study include: to find out the strategies adopted by government and its agencies in the implementation of public policies and to identify factors militating against their effective implementation. This study seeks to discuss the reasons that militate against effective implementation of policies in Nigeria and suggest solutions to this recurring problem. Frequent changes in government, corruption, lack of human and material resources, not having standard leadership programme, tribalism and ethnic fractions and lack of political will to policy implementation are the absurd of policy implementations. This study is of the opinion that until policies in Nigeria are implemented, there will be no sustainable and attainable development. Based on this, there is need for our policy makers and implementers to have a change in attitude towards policies in Nigeria.

 In this Research chapter one deals with a broad perspective of the study .This covers like introduction, statement of the problem, objective of the study, Research questions, Research hypothesis, significance of the study, scope of the study and definition of Terms.

Chapter two deals with literature review and theoretical framework.in the aspect of literature review, the evolution of policy  roles is well detailed from the concept of policy implementation, it's  public policy Actors, overview of health policy, primary Health policies made by government, challenges of health policy proffering solution to health policy in Nigeria. On the other part of this chapter was the theoretical framework used in analysis the research was   the Institutional Analysis and Development (IAD), Advocacy Coalition Framework (ACF), Health Belief Model (HBM)

Chapter three gives a general view of the Research methodology used for the assessment of the primary health care policy. This covers Like Research method, Research instrument, study area, sampling size and popular, sampling technique, sampling for data analysis, validity of the instrument and reliability of the instrument.

Furthermore Chapter four will based on the very methods through which data was acquirable in the course of this Research work. The data was collected through the questionnaires was and interviews were classified and presented in frequency distribution tables and simple percentage technique.
