CONCLUSION
Societies are controlled, led and directed towards desired ends through policies. Policies are the blood that flows through a country’s vein. It is the centerpiece of States actions. It determines if a country progresses or retrogresses. It also helps States monitor their growth and development as regards specific area in the country.
In the international system, the individualistic policies of different States determine how they relate and conduct affairs with other States. Hence, it is important or of high necessity that proper attention is given to policy making. The skills and expertise of professional policy makers should be employed before policies are formulated. These skilled professionals would make sure proper policy analysis are conducted on certain strategic matters that concerns the State and then come up with feasible policies that can be formulated and implemented within the State.
As regards the domestic policies of a State, they are formulated to address and deal with issues within the country. These issues range from political to social, to economic, etc.
In Nigeria’s case before the commencement of the Nigerian-Biafran war (the Civil war), her domestic policies during this time under the leadership of Sir Tafawa Balewa, Dr. Nnamdi Azikiwe were hinged on ensuring the buildup of the concept of Federalism and the Federal system of government. The goal was to ensure that this system of government (federalism) was established and in operation. But with the successive coups of 1966 that brought in General Aguiyi Ironsi as the new Head of State and the counter-coup of that same year that made General Yakubu Gowon the new Head of State, led to the death of federalism (the federal system of government). This was because the country was now being controlled by decrees and no longer by the constitution.
