ABSTRACT
The inadequate maintenance and management of road infrastructure in Nigeria have led to substantial reconstruction costs that could have been avoided. This study aims to evaluate pavement conditions of three(3) roads within the University of Benin Ugbowo Campus, Benin City, Edo, Nigeria using the Pavement Condition Index (PCI) and Geographic Information System (GIS). The objective is to provide valuable insights for road agencies, policymakers, urban planners, and authorities to determine the necessary maintenance activities required for optimal road conditions. Fieldwork was conducted to visually inspect and quantitatively assess the pavement conditions in the study area. The methodology used followed the ASTM D6433 – 07 (2007) standards which allowed for the identification of different severity levels of distressed sections, as well as the visualization of the overall pavement conditions using geospatial techniques. Data collection and quantitative analysis for the PCI were carried out to collect comprehensive information for accurate assessment. The results indicated that out of the three roads that were selected only one road (Abuja road) is in good condition with a PCI of 86.11. The other two roads indicated very poor and poor conditions with PCI values of 29.75 and 48 respectively. This study suggested the need for reconstruction for the roads, but on shortage of funds a patching and overlay rehabilitation can be made on the high severity distresses found on the road. The use of GIS and PCI proved to be effective in assessing pavement conditions, indicating their potential for future pavement management strategies. By refining these methods and involving multiple individuals in data collection to enhance accuracy, this study recommends continuous exploration of GIS and PCI for improved pavement management practices and better road infrastructure maintenance.
